释义	法律分析：要。在进行债权转让时，债权人及时通知债务人是债权转让的生效条件之一，换言之债权转让是必须要通知债务人的，但不需要经过债务人的同意。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
