释义	有进京证白天能去二环城里。但是早晚高峰时间不能进入。工作日7时—9时、17时—20时在五环路(含)以内道路行驶的，认定为“机动车违反禁令标志指示”的违法行为，可处以100元的罚款，并记3分的处罚。法律依据：《北京市关于对部分载客汽车采取交通管理措施的通告》一、进入六环路(不含)以内道路和通州区全域范围道路(不含高速公路主路)行驶的，须办理进京通行证。进京通行证应放置在车辆前风挡玻璃内侧左下部(通过“北京交警APP”办证的，需自行下载打印)。
