释义	法律分析: 监狱里的犯人是不可以使用手机的。在监狱中非法使用手机可能导致发生暴力和混乱，甚至情节严重，可能有组织犯罪团伙肆无忌惮地开展他们的犯罪活动。法律依据: 《关于加强监狱安全稳定工作的若干规定》第三条禁止罪犯私藏、使用移动电话、现金、毒品等违禁品。私藏、使用移动电话，私藏、吸食毒品的，给予禁闭处罚，从解除禁闭之日起，两年内不予提请减刑、假释（有重大立功表现的除外）；私藏其他违禁品的，视情节给予警告、记过、禁闭处罚；涉嫌犯罪的，依法移送司法机关处理。
