释义	有，而事主本人没有责任早先就有银行的支行负责人勾结信贷人员，盗用储户信息办理信用卡恶意透支累计数千万元这其实已经构成犯罪，事主如果却不知情，可以依法起诉银行，要求撤销已经办理的信用卡，同时对事主造成的损失应予赔偿法律依据：《中华人民共和国刑法》第一百九十六条对使用伪造、作废、冒用他人信用卡、恶意透支的（指持卡人以非法占有为目的，超过规定限额或者规定期限透支，并且经发卡行催收后仍不归还的行为）及盗窃信用卡并使用的依本法第二百六十四条的规定定罪处罚。
