摘要：
当前，世界贸易中出现了一种新动向：一些发达国家经过制订高于发展中国家的环境质量标准来推行新的贸易保护主义，即以高环境标准准入条件作为限制进口的手段，从而使传统的贸易壁垒逐步演变成环境壁垒，成为绿色贸易壁垒。本文在认识和弄清绿色壁垒实质的基础上，对绿色壁垒产生的原因，发展态势，以及对我国经济的影响进行了比较深入的分析，结合绿色壁垒对企业出口品质影响，以积极的态度进行研究，并提出一些突破绿色壁垒的有效对策。

一、国际贸易中的绿色壁垒及发展态势分析
绿色壁垒是贸易壁垒的一种，它是绿色贸易壁垒的简称，又称为环保壁垒、生态壁垒或环境贸易措施、绿色措施。广义的绿色壁垒(下文除非专门指出，均采用绿色壁垒广义的涵义)是指一个国家以可持续发展与生态环保为理由和目标，为限制外国商品进口所设置的贸易障碍;狭义的绿色壁垒是指一个国家以生态环境保护为借口，以限制进口、保护贸易为目的，对外国商品进口所专门设置的带有歧视性的或对正常环保本无必要的贸易障碍。
绿色贸易壁垒具有两重性：从形式上看，是适应环境保护的要求，对贸易自由的限制;从实质而言，是贸易保护与环境保护的契合，是贸易保护中一种新型的非关税壁垒形式。绿色贸易壁垒以其外在的合
