释义	法律分析：不能，银行卡被司法冻结就是司法机关和银行把这个卡给锁住了，持卡本人或者他人在冻结期间不能够用此卡进行任何的操作，当然包括挂失行为。如果想要进行挂失，只有等到执法机关要求的冻结期限一到或者接到解冻通知，银行会立即解冻，一般冻结期限为六个月，法院可要求追加至一年或永久冻结，到时候就可以按需进行操作了。法律依据：《民事诉讼法》第一百零三条财产保全采取查封、扣押、冻结或者法律规定的其他方法。人民法院保全财产后，应当立即通知被保全财产的人。财产已被查封、冻结的，不得重复查封、冻结。
