释义	供电企业因故停电时，应按规定事先通知用户或进行公告；供电企业违反供电合同,给对方造成损失的，应当依法承担赔偿责任。国家电监会出台的《居民供用电合同》中规定，如果不是因为不可抗拒因素造成的停电，电力部门就应承担责任。《中华人民共和国民法典》第六百五十二条供电人因供电设施计划检修、临时检修、依法限电或者用电人违法用电等原因，需要中断供电时，应当按照国家有关规定事先通知用电人；未事先通知用电人中断供电，造成用电人损失的，应当承担赔偿责任。该内容由陈亚楠律师和点行律询共创回答
