1、公开透明原则。公开透明是政府采购必须遵循的基本原则之一。2、公平竞争原则。公平原则是市场经济运行的重要法则，是政府采购的基本规则。
3、公正原则。公正原则是为采购人与供应商之间在政府采购活动中处于平等地位而确立的。
4、诚实信用原则。诚实信用原则是发展市场经济的内在要求，在市场经济发展初期向成熟时期过渡阶段，尤其要大力推崇这一原则。
