释义	法律分析：开发商征地不建设两年可以收回。法律依据：《国务院关于深化改革严格土地管理的决定》第十九条严禁闲置土地。农用地转用批准后，满两年未实施具体征地或用地行为的，批准文件自动失效；已实施征地，满两年未供地的，在下达下一年度的农用地转用计划时扣减相应指标，对具备耕作条件的土地，应当交原土地使用者继续耕种，也可以由当地人民政府组织耕种。对用地单位闲置的土地，严格依照《中华人民共和国土地管理法》的有关规定处理。
