释义	法律分析: 其实所谓的房子永久使用权，就是指由于开发商没有全部办齐五证二书，房管局不认可此房屋完全产权，但确认其使用权。因此这类房产不能规范上市交易，不能通过交易获得完全产权，只能让渡使用权，故而又称使用权房。法律依据: 《中华人民共和国城镇国有土地使用权出让和转让暂行条例》第二条国家按照所有权与使用权分离的原则，实行城镇国有土地使用权出让、转让制度，但地下资源、埋藏物和市政公用设施除外。
