释义	法律分析： 1、已满5周岁未满12周岁且独自乘机，可提供无成人陪伴儿童服务。 2、年龄未满5周岁的儿童、未满16周岁的聋哑或双目失明儿童单独乘机，不予承运。 3、年满12周岁但未满18周岁，及年满16周岁未满18周岁的聋哑或双目失明少年单独旅行，可自愿申请无成人陪伴儿童服务。法律依据：《中国民用航空旅客、行李国内运输规则》第三十二条无成人陪伴儿童、病残旅客、孕妇、盲人、聋人或犯人等特殊旅客，只有在符合承运人规定的条件下经承运人预先同意并在必要时做出安排后方予载运。
