释义	法律分析：房屋使用人、其他利害关系人发现房屋存在不安全因素的,可要求房屋人、责任人委托房屋安全鉴定。经鉴定为危险房屋的,鉴定费用由房屋人或者责任人承担; 如果经鉴定为非危险房屋的,则鉴定费用由委托人承担。法律依据：《中华人民共和国民法典》第二百三十三条物权受到侵害的，权利人可以通过和解、调解、仲裁、诉讼等途径解决。第二百三十四条因物权的归属、内容发生争议的，利害关系人可以请求确认权利。
