释义	法律分析：一般情况下,实到会党员要达到应到会党员一半以上,方可开会;如果召开选举会议,实到会党员要达到应到会党员的4/5以上方可开会。法律依据：《中国共产党基层组织选举工作暂行条例》第二十七条：选举收回的选票数，等于或者少于投票人数，选举有效；多于投票人数，选举无效，应当重新选举。每一选票所选人数，等于或者少于规定应选人数的为有效票，多于规定应选人数的为无效票。
