释义	律师解答：工程延期：承包单位不仅有权要求延长工期，而且还有权向业主提出赔偿费用的要求以弥补由此造成的额外损失。工程延误：损失由承包单位承担。同时，业主还有权对承包单位施行误期违约罚款延期是由业主承担责任，而延误则是由承包商承担责任。【法律依据】：《中华人民共和国建筑法》第九条建设单位应当自领取施工许可证之日起三个月内开工。因故不能按期开工的，应当向发证机关申请延期；延期以两次为限，每次不超过三个月。既不开工又不申请延期或者超过延期时限的，施工许可证自行废止
