释义	必须去。只要当事人未满16周岁的，就必须由监护人带上本人的身份证、含双方户籍信息在内的户口本，陪同当事人办理身份证补领手续；年满16周岁的，才能由本人单独申请补领居民身份证。法律依据: 《中华人民共和国居民身份证法》第二条居住在中华人民共和国境内的年满十六周岁的中国公民，应当依照本法的规定申请领取居民身份证；未满十六周岁的中国公民，可以依照本法的规定申请领取居民身份证。
