释义	劳动仲裁通知书被申请不签收，劳动部门可以采用其它办法送达的，包括邮寄或公告送达的。通过邮寄方式拒收的，不可以视为送达，只有公告送达的情况下才可以有视为送达。法律依据：《劳动争议仲裁委员会办案规则》第五十一条受送达人下落不明，或者用本规定的其他方式无法送达仲裁文书的，可公告送达。自发出公告之日起，经过三十日，即视为送达。公告送达，应当在案卷中记明原因和经过。
