释义	法律分析：债权债务转让是需要通知担保人的。债权人转让全部或者部分债权，未通知保证人的，该转让对保证人不发生效力。债权人未经保证人书面同意，允许债务人转移全部或者部分债务，保证人对未经其同意转移的债务不再承担保证责任，但是债权人和保证人另有约定的除外。法律依据：《民法典》第六百九十六条债权人转让全部或者部分债权，未通知保证人的，该转让对保证人不发生效力。保证人与债权人约定禁止债权转让，债权人未经保证人书面同意转让债权的，保证人对受让人不再承担保证责任。
