法律分析：可以。 申请人提交的证明、凭证齐全、符合法定形式的，车辆管理所应当受理，并按规定审核申请人的机动车驾驶证申请条件。对于符合申请条件的，车辆管理所应当按规定安排预约考试。

第二十四条 申请机动车驾驶证的人，符合本规定要求的驾驶许可条件，具有下列情形之一的，可以按照第十四条第一款和第十九条的规定直接申请相应准驾车型的机动车驾驶证考试：(一)原机动车驾驶证因超过有效期未换证被注销的; (二)原机动车驾驶证因未提交身体条件证明被注销的; (三)原机动车驾驶证由本人申请注销的; (四)原机动车驾驶证因身体条件暂时不符合规定被注销的; (五)原机动车驾驶证因其他原因被注销的，但机动车驾驶证被吊销或者被撤销的除外; (六)持有的军队、武装警察部队机动车驾驶证超过有效期的; (七)持有的境外机动车驾驶证超过有效期的。 有前款第六项、第七项规定情形之一的，还应当提交超过有效期的机动车驾驶证。
第二十五条 申请人提交的证明、凭证齐全、符合法定形式的，车辆管理所应当受理，并按规定审核申请人的机动车驾驶证申请条件。属于第二十二条第二款规定情形的，还应当核查申请人的出入境记录;属于第二十四条第一款第一项至第五项规定情形之一的，还应当核查申请人的驾驶经历。对于符合申请条件的，车辆管理所应当按规定安排预约考试;不需要考试的，一日内核发机动车驾驶证。
