释义	法律分析： 14周岁以上的人自愿发生性行为的，不构成犯罪，也不犯法。但不建议未成年人发生性行为。法律依据：《中华人民共和国刑法》第二百三十七条猥亵儿童罪以暴力、胁迫或其他方法强制猥亵妇女或者侮辱妇女的，处五年以下有期徒刑或者拘役。聚众在公共场所当众犯前款罪的，处五年以上有期徒刑。猥亵儿童的，依照前两款规定从重处罚。
