释义	换届纪律，是针对2011年在全国四级党委政府进行新一轮换届工作所颁发的法规制度。地方各级人大、政府和政协换届工作陆续展开。法律依据: 《关于严肃换届纪律保证换届风清气正的通知》严禁干扰换届，对造谣、诬告他人或者妨害他人自由行使选举权的，一律严厉查处，涉嫌违法犯罪的移送司法机关处理。换届过程中，旗纪委将会同旗委组织部就换届纪律进行全程监督，对发现违反换届纪律行为的组织或个人将进行严肃追责，绝不姑息，既追究当事人责任，也要追究主体责任、监督责任和第一责任人责任。
