法律分析：
根据有关法律规定，宅基地归国家或集体所有，宅基地的使用人对宅基地只有使用权而没有所有权。取得宅基地的使用权应以实际需要为根据，如果宅基地长期闲置，表明使用人已不再需要此地，因此国家或集体有权收回。
法律依据：
《中华人民共和国土地管理法实施条例》 第五条 单位和个人依法使用的国有土地，由土地使用者向土地所在地的县级以上人民政府土地行政主管部门提出土地登记申请，由县级以上人民政府登记造册，核发国有土地使用权证书，确认使用权。
