释义	法律分析: 房屋他项权证的办理时间，自提交申请之日起不超过七日，在办理抵押登记时取得。法律依据: 《城市房地产抵押管理办法》第三十三条登记机关应当对申请人的申请进行审核。凡权属清楚、证明材料齐全的，应当在受理登记之日起7日内决定是否予以登记，对不予登记的，应当书面通知申请人。第三十四条第一款以依法取得的房屋所有权证书的房地产抵押的，登记机关应当在原《房屋所有权证》上作他项权利记载后，由抵押人收执。并向抵押权人颁发《房屋他项权证》。
