农村医疗报销比例网小编介绍，新型农村合作医疗保险由卫生部门负责，而城镇居民医疗保险由人社部门负责。农村居民和城镇居民同属社会弱势群体，而农村居民参加新农合个人每年只需缴费30元;城镇居民实行分段缴费，18周岁以下的学生儿童每年个人缴费38元。而18周岁以上(含18周岁)的非从业城镇居民个人每年缴费120元。这导致部分非从业城镇居民，特别是无收入来源的弱势群体认为城镇居民医疗保险缴费标准比新农合高，而补偿标准差不多，所以不愿参加城镇居民医保，想参加新农合。而在报销比例上，大部分地方的城镇居民医疗保险报销比例普遍比新农合低。国家卫生计生委日前印发《关于做好新型农村合作医疗几项重点工作的通知》，要求全面推开利用新农合基金购买大病保险工作。在巩固儿童白血病、终末期肾病、重性精神疾病、艾滋病机会性感染、肺癌等20个病种的大病保障工作基础上，将儿童苯丙酮尿症和尿道下裂纳入大病保障范围。《通知》提出，2014年，要进一步提高新农合筹资标准和保障水平，各级财政对新农合的补助标准提高到320元，全国平均个人缴费标准达到90元左右。各地要调整和优化统筹补偿方案，将政策范围内住院费用报销比例保持在75%以上，门诊医药费用报销比例提高到50%左右。《通知》要求，坚持政府主导、市场运作、群众受益和保本微利的原则，以地市或省为单位引入商业保险机构承办大病保险。各地要建立健全招标机制，规范运作。做好新农合基本保障、大病保险、医疗救助和疾病应急救助制度间的衔接，为群众提供“一站式”服务，发挥制度整体合力。
