释义	法律分析：工程质量不合格可以向工程所属地的建设局，安监局，质监局等部门反映。工程质量出现问题就建设方与承包方及建筑施工方而言，其责任一般由承包方承担。法律依据：《中华人民共和国建筑法》第六十一条交付竣工验收的建筑工程，必须符合规定的建筑工程质量标准，有完整的工程技术经济资料和经签署的工程保修书，并具备国家规定的其他竣工条件。建筑工程竣工经验收合格后，方可交付使用；未经验收或者验收不合格的，不得交付使用。
