房屋所有权证不能过户，具体包括：
1、买卖双方应建立信息沟通渠道，买方应了解房屋的整体现状和产权状况，并要求卖方提供合法的证书，包括房屋所有权证书、身份证；
2、卖方提供的房屋合法的，可以上市交易，买方可以支付购房定金，买卖双方签订房屋买卖合同。买卖双方就房屋的位置、产权状况和交易价格、交付时间、交付时间、产权处理达成协议后，双方签订至少一式三份房屋买卖合同；
3、买卖双方共同向房地产交易管理部门提出申请，接受审查；
4、立契。房地产交易管理部门根据交易房屋的产权状况和购买对象，按照交易部门设定的审批权限逐级申报审批，交易双方可以办理合同手续；
5、纳税。税费的构成比较复杂，要看交易房屋的性质；
6、办理产权转让过户手续；
7、买方领取房屋所有权证，支付全部房款，卖方支付房屋并结清全部物业费后，双方的二手房买卖合同全部履行；
8、对于贷款买受人，买卖双方在与卖方签订房屋买卖合同后，到贷款银行办理贷款手续，银行审核买方信用；评估双方想交易的房屋。
