释义	法律分析: 开办劳务派遣组织，由主办单位按隶属关系经区县劳动局(劳动和社会保障局)、市属企业主管部门审核后，向市劳动和社会保障局提出申请，市劳动和社会保障局自接到申请之日起20日内进行审核，对符合条件的，核发《资质证书》。法律依据: 《劳务派遣暂行规定》第二条劳务派遣单位经营劳务派遣业务，企业（以下称用工单位）使用被派遣劳动者，适用本规定。依法成立的会计师事务所、律师事务所等合伙组织和基金会以及民办非企业单位等组织使用被派遣劳动者，依照本规定执行。
