释义	法律分析：不是。银行卡只要没有被解冻,一直处于冻结状态,银行卡就无法注销。法律依据：《最高人民法院关于适用《中华人民共和国民事诉讼法》的解释》第四百八十七条人民法院冻结被执行人的银行存款的期限不得超过一年，查封、扣押动产的期限不得超过两年，查封不动产、冻结其他财产权的期限不得超过三年。申请执行人申请延长期限的，人民法院应当在查封、扣押、冻结期限届满前办理续行查封、扣押、冻结手续，续行期限不得超过前款规定的期限。人民法院也可以依职权办理续行查封、扣押、冻结手续。
