释义	需办理许可证，对未经批准非法从事出租汽车经营活动的单位和个人，由城市客运管理机构责令停止违法行为，并处以5000元以上30000元以下罚款。法律依据：《城市出租汽车管理办法》第十二条经核准允许的经营者，应当持客运管理机构核发的许可凭证，向有关部门办理营业执照、税务登记、车辆牌照等手续。已按前款规定办妥手续的，由客运管理机构发给经营资格证书，并发给车辆营运证和驾驶员客运资格证件后方可营业。
