释义	法律分析：公民离开住所地最后连续居住一年以上且作为其生活中心的，为经常居住地。但公务、劳务派遣、就医等情形除外。公民由其户籍所在地迁出后至迁入另一地之前，无经常居住地的，仍以其原户籍所在地为住所。法律依据：《最高人民法院关于适用的解释》第四条公民的经常居住地是指公民离开住所地至起诉时已连续居住一年以上的地方，但公民住院就医的地方除外。第七条当事人的户籍迁出后尚未落户，有经常居住地的，由该地人民法院管辖;没有经常居住地的，由其原户籍所在地人民法院管辖。
