释义	法律分析：社保卡不是所有的医院都能报销。如果因公外出或探亲期间，突发疾病不能回到本人定点医院进行治疗的话，可以在当地一家县级以上基本医疗保险定点医院就医，医疗费用符合医疗保险规定的可以进行报销。但是在国外或者香港、澳门特别行政区以上及台湾地区就医所产生的医疗费用，医疗保险是不能报销。法律依据：《中华人民共和国社会保险法》第三条社会保险制度坚持广覆盖、保基本、多层次、可持续的方针，社会保险水平应当与经济社会发展水平相适应
