释义	根据相关的法律规定，一般要有足够充分的理由，公安局才会办理改名字。想要改名字首先由需要更改名字的本人向户口所在地派出所提出申请，并把需要改名字的理由写充分，到当地派出所户籍室办理。法律依据：《中华人民共和国户口登记条例》第十八条公民变更姓名，依照下列规定办理: 1.未满十八周岁的人需要变更姓名的时候，由本人或者父母、收养人向户口登记机关申请变更登记 2.十八周岁以上的人需要变更姓名的时候，由本人向户口登记机关申请变更登记。
