释义	法律分析：刷单是实践中最常见的利用跨境电商渠道进行走私的手段。跨境电商“刷单走私”是指利用跨境电商系统，伪报贸易方式，将原本应通过一般贸易方式以较高税率申报进口，或者需要许可证件进口的货物，进行拆分，虚构消费者，伪造订单、支付、运输信息，偷逃税款或者逃避海关监管，以跨境电商方式走私进境，从而造成海关税收偏差的行为。法律依据：《中华人民共和国电子商务法》第二十六条电子商务经营者从事跨境电子商务，应当遵守进出口监督管理的法律、行政法规和国家有关规定。
