释义	法律分析：可以起诉。债权人在诉讼时效期限内，可直接向债务人原居住地或者财产所在地的提起诉讼，追讨债款。但是由于债务人处于失踪状态，可以由债权人向法院申请宣告债务人为失踪人，然后由代管人从失踪人的财产中支付借款。由于债务人下落不明，法院在立案后一般采用公告送达的形式传唤债务人应诉。法律依据：《民法典》第四十条，自然人下落不明满二年的，利害关系人可以向人民法院申请宣告该自然人为失踪人。
