释义	法律分析：不以营利为目的的不违法。棋牌室不以营利为目的，进行带有少量财物输赢的娱乐活动，以及提供棋牌室等娱乐场所只收取正常的场所和服务费用的经营行为等，不以赌博论处。但也要依法登记，要有经营许可的不违法。有营利行为、符合聚众赌博条件的，可以依法打击。法律依据：《中华人民共和国治安管理处罚法》第七十条以营利为目的，为赌博提供条件的，或者参与赌博赌资较大的，处5日以下拘留或者500元以下罚款;情节严重的，处10日以上15日以下拘留，并处500元以上3000元以下罚款。
