被认定为统计严重失信企业的情形：
1.蓄意编造虚假统计数据的；
2.虚报、瞒报统计数据数额较大或者虚报率、瞒报率较高的；
3.有其他严重统计违法行为，应当受到行政处罚的。
【法律依据】
《统计上严重失信企业信息公示暂行办法》第二条，本办法所称统计上严重失信企业，是指在依法开展的政府统计调查中，有下列情形之一的企业：
（一）蓄意编造虚假统计数据的；
（二）虚报、瞒报统计数据数额较大或者虚报率、瞒报率较高的；
（三）有其他严重统计违法行为，应当受到行政处罚的。
