释义	法律分析：未成年吻未成年不犯法，属于道德调整的问题。但是强吻的话违反治安管理处罚法，但不一定给予处罚。行为人为了追求性的刺激，以满足其变态性欲，对他人的身体进行抠摸等，属于猥亵。以暴力、胁迫或者其他方式强制亲吻的，构成猥亵罪，要被判刑。不满16周岁的未成年人不构成猥亵罪，只会给予治安处罚，但如果是初犯的话，会免于处罚。法律依据：《中国未成年人保护法》第四十一条禁止拐卖、绑架、虐待未成年人，禁止对未成年人实施性侵害
