释义	行为人构成非法使用窃照专用器材罪既遂的，造成严重后果的，处二年以下有期徒刑、拘役或者管制。所谓严重后果是指由于行为人非法窃照行为而致使窃照对象伤、亡、遭受重大财产损失，严重损害国家政治利益等情形。【法律依据】《刑法》第二百八十四条非法使用窃听、窃照专用器材，造成严重后果的，处二年以下有期徒刑、拘役或者管制。第十四条明知自己的行为会发生危害社会的结果，并且希望或者放任这种结果发生，因而构成犯罪的，是故意犯罪。故意犯罪，应当负刑事责任。
