释义	法律分析: 付款人只有在票据上签章，确认付款责任（如承兑）以后，才成为票据的债务人。在承兑前出票人是主债务人。对于本票，在任何情况下，出票人都是不可推卸的主债务人。支票在保付前，出票人是主债务人；保付后，付款行成为主债务人。《中华人民共和国票据法》第十九条汇票是出票人签发的，委托付款人在见票时或者在指定日期无条件支付确定的金额给收款人或者持票人的票据。汇票分为银行汇票和商业汇票。
