释义	法律分析：盲道属于人行道路，机动车不得占用，机动车占用盲道，是按违章停车来处罚，对于占用盲道的行为的处罚是扣3分并罚款200元。法律依据：《中华人民共和国道路交通安全法》第五十六条机动车应当在规定地点停放禁止在人行道上停放机动车；但是，依照本法第三十三条规定施划的停车泊位除外。在道路上临时停车的，不得妨碍其他车辆和行人通行。按现行规定，罚单需要到违章所在地的银行缴纳罚款的，过期未交，会产生滞纳金的。
