没黄灯可以复议，交通信号灯由红灯、绿灯、黄灯组成。红灯表示禁止通行，绿灯表示准许通行，黄灯表示警示。公民、法人或者其他组织认为具体行政行为侵犯其合法权益，向行政机关提出行政复议申请，行政机关受理行政复议申请、作出行政复议决定，适用行政复议法。没有黄灯判断决定：1、第一种情况是信号灯有黄灯，只是自己没有注意忽视了信号灯的黄灯闪烁，或者是因为黄灯信号灯在白天不是很明显等，这些情况都不能申请复议的。因为不是信号灯没有黄灯导致的，即使申请了复议也是不能通过的。2、第二种情况是信号灯没有黄灯，可能是黄色信号灯有故障不亮，或者是被障碍物遮挡住了等原因，导致想看信号灯都不能看的情况。如果被交警判定为闯红灯，可以向交警部门申请复议，一般这类的情况交警都会给复议成功。而且如果真的是信号灯存在故障，交警部门内部也知道原因，可能不会进行判罚。
