释义	法律分析：罚缴分离是指作出罚款决定的行政机关应当与收缴罚款的机构分离，即行政执法机关依法对违法者实施行政处罚时，不得自行收缴罚款，而只能向当事人开具行政处罚决定书，由当事人持行政处罚决定书到指定的代收银行缴纳罚款，由代收银行向当事人开具罚款收据，并将代收的罚款直接上缴国库。法律依据：《中华人民共和国行政处罚法》第六十七条作出罚款决定的行政机关应当与收缴罚款的机构分离。
