释义	法律分析：如果造成严重后果的，是要负刑事责任的。建设单位、设计单位、施工单位、工程监理单位违反国家规定，降低工程质量标准，涉嫌下列情形之一的，应予立案追诉：(一)造成死亡一人以上，或者重伤三人以上;(二)造成直接经济损失五十万元以上的。法律依据：《中华人民共和国刑法》第一百三十七条建设单位、设计单位、施工单位、工程监理单位违反国家规定，降低工程质量标准，造成重大安全事故的，对直接责任人员，处五年以下有期徒刑或者拘役，并处罚金；后果特别严重的，处五年以上十年以下有期徒刑，并处罚金。
