释义	法律分析：当然归交警管，但是如果城管有授权或者与交警联合执法，城管也可以管。法律依据：《中华人民共和国行政处罚法》第三条公民、法人或者其他组织违反行政管理秩序的行为，应当给予行政处罚的，依照本法由法律，法规或者规章规定，并由行政机关依照本法规定的程序实施。第三十三条违法事实确凿并有法定依据，对公民处以50元以下，对法人或者其他组织处以1000元以下罚款或者警告的行政处罚的，可以当场作出行政处罚决定，当事人应当依照本法第四十六条，第四十七条，第四十八条的规定履行行政处罚决定。
