释义	法律分析: 两者是程序上的先后关系。在房地产交易中，先办理网签，才能办理不动产权证书，即房产证。网签是指已经取得商品房预售许可证的开发商将房屋售卖给客户，双方签订《商品房购销合同》后，到房地产相关部门把《商品房购销合同》进行备案，并公布在网上。法律依据: 《中华人民共和国民法典》第二百零九条不动产物权的设立、变更、转让和消灭，经依法登记，发生效力；未经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。
