释义	法律分析：扰乱单位秩序是指，扰乱机关、团体、企业、事业单位秩序，致使工作、生产、营业、医疗、教学、科研不能正常进行，尚未造成严重损失的行为。扰乱单位秩序不是犯罪，不会被立案侦查，但是会受到治安管理处罚。法律依据：《中华人民共和国治安管理处罚法》第二十三条扰乱机关、团体、企业、事业单位秩序，致使工作、生产、营业、医疗、教学、科研不能正常进行；尚未造成严重损失的，处警告或者二百元以下罚款，情节较重的，处五日以上十日以下拘留，可以并处五百元以下罚款。
