释义	法律分析：不需要经过情务人的同意但是转移债权应当通知债务人。转移债权没有通知债务人的，该转移债权的行为对债务人不发生效力。根据我国现行法律的规定债权人可以处分自己的债权，处法律规定、当事人约定、债权的性质不得转移的除外。因此，债权人转移债权时行使处分权，不需要经过债务人的同意，只需要通知即可。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
