释义	法律分析：是不合法的，国家工商总局明确要求各级工商行政管理机关应立即停止为公、检、法、司机关申办的“讨债公司”及类似企业登记注册;对已经登记注册的，各级工商行政管理机关应通知其立即停止“讨债”业务。法律依据：《国家经济贸易委员会、公安部、国家工商行政管理局关于取缔各类讨债公司严厉打击非法讨债活动的通知》第一条取缔各类讨债公司，禁止任何单位和个人开办任何形式的讨债公司。对继续从事非法讨债活动，侵犯公民、法人和其他组织合法权益的，要坚决依法惩处。
