释义	阻止工地施工属于违法行为，可以向建设局投诉，情况严重的构成破坏生产经营罪。一个人阻挠施工不构成犯罪，一般按违反《治安管理处罚法》处理。法律依据：《关于公安机关管辖的刑事案件立案追诉标准的规定(一)》第三十四条由于泄愤报复或者其他个人目的，毁坏机器设备、残害耕畜或者其他方法破坏生产经营，涉嫌下列情形之一的，应当予以立案追诉：(一)造成公私财物损失五千元以上的；(二)破坏生产经营三次以上的；(三)纠集三人以上公然破坏生产经营的；(四)其他破坏生产经营应予追究刑事责任的情形。
