释义	法律分析: 因为每月的1-5号规定为社保网申系统维护时间，进不去。每月25号之后要扣缴，你如果不在25号前做增员的话就赶不上本月25号至月底的扣缴了。减员也是一样，你要是在25号之后办理减员，就晚了，已经扣掉你的费用了。所以当月25号前申报增员或减员，当月即生效，25号之后申报就算作是下个月的了。法律依据: 《中华人民共和国公司法》第六十五条国有独资公司章程由国有资产监督管理机构制定，或者由董事会制订报国有资产监督管理机构批准。
