第二条 补贴对象。本细则补贴对象是指济南行政区域内各类企业于2017年1月1日(含)后新引进的，全日制高等院校研究生毕业，并取得博士、硕士学位的人员，且符合下列条件：(一)在择业期内(毕业不超过3年)的;(二)与用人单位签订3年以上劳动合同，并正常缴纳基本社会养老保险的(三)取得本市户籍的
本细则所称企业，是指在济南行政区域内依法注册并纳税的各类企业及经济和社会中介组织。
第三条 补贴标准及期限。符合扶持条件的人员，自市人才工作领导小组办公室批准通过当年起，分别给予博士研究生每月1500元、硕士研究生每月1000元的租房和生活补贴，最长3年。
第四条 资金来源。补贴资金由市与县区两级财政各按50%比例承担。市级所需资金从市级人才发展专项资金中列支，县区所需资金从县区级人才发展专项资金中列支。
